ocing my parents rig

my parent own an hp computer wich is a 3.0ghz intel processor with ht technology, radeon 9200 (this system is not for gaming obviously, cause first being an intel processor, if gaming then they would have gone with amd like eveyone else, second the video card 😛) 1gig of pc3200 samsung ram and so on so forth. I know there is no overclocking abilities on the bios settings, but im wondering if clockgen would work? my dad does alot of video encoding and editing, so the intel is slow, so he needs something faster.

oh btw, there is already a thread about ocing to 4.2 comparing it to a fx-57, i was reading numerous forums were people were trying to get a regual 64 intel to be able to run like an fx-57, they had to oc the system to at least 4.6+ (+ meaning higher) in order to compare to an fx-55. But still a 4.0ghz intel is still a great oc.
