OCing makes right cliking on desktop slow....

hi, i noticed that when i OCed my CPU to the limit, it slows down the response time of a right clik to the desktop for the menu to come up. after i set it back to default speed and voltage, the right click on the desktop is still slow. i can right clik other stuff and the menu will come up instantly but not the desktop. theres like a half a second to a second delay. i also noticed it took 33% of my CPU resources when i right clicked the desktop (taskmanager). it happens when i OC to my CPU's limit. i got a p4b533 V with a 1.8a. its stuck like this and nothing can fix it but a reformat.... i was running fine when my FSB was 123 but after i tried 128 i got the slow right clik. if i keep clicking right click on the desktop and moving around the mouse, it will lag up my system and take 100% CPU resources.....can anyone help me solve this problem?

 
I've heard of this happening before, where people noticed that their PC actually slowed down when they OC'd it past a certain limit.
 
123 FSB is stable and fast, i didnt have the problem until i went to 128 then i went back down to 123 and the problem was still there. .....when i changed it to 128 it was stable but the right clik got slow. i can get my cpu to 133 and run 3dmark but the right clik is slow. and the only way i kno to fix it is to reformat.
