OC'ing help and suggestions PLZ

I would like to OC one of the new P4C (either 2.4 or 2.6) procs to 3ghz safely with just stock air-cooling. Would this be possible and still maintain a very reliable system? If so, which proc would you recommend; 2.4 or 2.6?

Also, based of reading reviews, I am probably going to go with either a IC7 or IC7-G mobo. Would I need to run high-end ram like Corsairs DDR400 to be able to OC safely and successfully? Or would I be OK with ram that is a step or so lower like Kingston XMS or Crucial?

Any advice would be greatly appreciated! 3ghz is my goal while still maintaining maximum stability.

Which one would be better for my situation between the Kingston and Corsair given that a review stated the Kingston performs better at lower latencies and the Corsair OCs higher? From Newegg, the price difference between the two is only $5/stick.
