oc'ing and core temp/ fan relationship

My 3200+ winnie is topping out at 2350 (15% oc) but I'm reading 50 degrees on speed fan. If I can lower the core temp (by replacing my vantec stealth fan for a fan that puts out more cfm) can I achieve a higher oc? Simply put, will lowering the cpu temp allow it to be clocked higher?

well, 1) you can try bumping up the vCPU to 1.5v.
2) Replacing fans on HSFs for higher CFM fans does not always work because some HSFs are designed for low CFM fans and more CFMs will not increase performance.
3) and yes, lower temps should allow a higher OC.

Kind of what I thought. My vcore is maxed. I've got an xp-90 and have a feeling that my 50 degree temp is not what's holding back the oc. Just a poor oc'ing chip I guess. At least I get to run my ocz el plat rev 2 at 1:1 though, I guess that's worth something.
