OCed i5 3570k downclocking when idle?

I use my OCed 3570k for both GPU and CPU mining 24/7. Technically, it is never idle (not doing work). However, when I turn off the monitor, and come back to it a few hours later, I see that I am getting lower primes/sec on my primeminer. I have no clue why this happens. I made sure correct power settings are on, temps are fine, etc...

I'm open to your ideas.
 
Do you have a program monitoring the cores for your CPU and GPU?

Have you made sure any C1E/C2/C3 Enhanced Halt State settings are disabled, in addition to the EIST/Speedstep which you said you have done already?
 
Maybe your GPU lowers clocks. Specially memory clock.

My GPU is intact, I still get the same rates on my GPUs. However, my CPU mining rates go down.

I use task manager for CPU and GPU-z for GPU.

All I know is that I checked BIOS and speedstep is disabled. No clue how to check on all the others you mentioned or what they are :$

edit: I have task manager open (resource monitor) all the time and CPU usage is at a constant 100%. I don't monitor my GPU usage since that is not the issue here.

At first I thought it was because my GPU mining intensity was too high, since that can often lead to system wide lag. But even when I lower my intensity, the same thing still happens.

Is it actually going idle or are you just seeing lower minning scores? There could be something that runs only when your pc is idle and thus may be taking resources though I don't know which ones would rob enough cpu or video card cycles for it to be incredibly noticable.

You should run Performance Monitor and set up a data collector set so you can see exactly what's happening.
 
Only thing that could possibly run is Microsoft Security Essentials. I disabled the auto scans. I also left my monitor on and changed power settings so that my monitor never shuts off. Will report results when I get back home tonight.

I really have no idea what else to do.

When I check resource monitor, all my CPU cores are constantly at 100%, so they are definitely not downclocking or idling. My temps are fine, below 70*C (HWmonitor) or 50*C as my shitty motherboard BIOS reports (AISuite).
 
My prime/sec remained stable throughout the day while I was gone and left the monitor on. Now that's odd... Turning off the monitor causes my primes/sec to go down 😵

Still about 10% lower rate than optimal and past average, but I think this is as good as it's gonna get for the time being.
