Occassional post problem - PSU or Asrock MB?

I'm encoutering a rather subtle but annoying problem with computer startup.
I have Asrock Z68 Extreme4 with latest uefi, SB 2600K@4500 MHz, 4*4GB Kingston HyperX 1600 MHz, Seasonic SS-400ET-F3 PSU, Asus nVidia 9600GT passive video card.
Under certain circumstances (mostly, but not always, ther first or second /which is really odd/ boot after a day or more off...well it's rather random, in average one in 10 boots) my computer will not start. The fans rotate, power LED glows, disks initialize, but no monitor signal and the system doesn't start to load. MB shows different status codes, mostly 0x36, which look benign to me. Only hard power off and a new boot helps in such situation. When I start it again it runs like a breeze most of the time.
Sometimes it restarts automatically (after a second, even before the disk initialization) instead of getting stuck, sometimes even couple of times before it finally starts (like it had not enough power). After these auto restarts, I'm advised to change uefi settings on post due to several boot failures. I tried to measure the voltages supplied by the PSU (on ATX connector) in the "stuck" state, they seem to be ok. I'm not able to measure the voltages on the motherboard.
Once the system boots, it's rock solid even under the heaviest load (IBT Very High for hours). I can even restart it as many times I want.
What is the most probable source of this problem: the PSU or the motherboard or even another component? It sounds like some component is not getting the right voltage/amperage upon initialization, but this never happens after that.
Any idea?

Are you able to reproduce this issue at stock settings?

It could be either component. Sadly, without replacing one or the other, there's no real guaranteed way of testing.

Is this using the fast boot sequence?, I have seen a poster here talking about power requirements on this, but haven't really looked at it...

Zxian: Hmm, stock settings. The only setting I changed is CPU multiplier and I slightly adjusted load line calibration (setting 3 of 5). No other change in voltages. RAM runs stock. I can try CPU stock frequency... Trying to reproduce the problem is a bit tricky as it happens under quite exotic combinations of conditions (but not extremely rarely, though).
I only have one SSD and no HDD in my box. It's rather a low power rig with the exception of the CPU.
tweakboy: No beeps (I have no speaker in my case; or is there some buzzer on mobo itself?). But this Asrock mobo has a nice little LCD displaying boot codes. As far as I'm able to interpret them, the ones displayed in the moment of boot freeze are not errors.
SolMiester: Fast boot sequence - interesting idea, I will look at it. But it's worth mentioning that this problem arised after a year of successful booting. If it wasn't able to fast boot, it would have shown earlier. If it detoriated over time, then there still is a problem.
