OC vs Turbo

cpu in questin is a i7-3770K.
stocks 3.5GHz w/ Turbo 3.9GHz.

stock - according to turbo 2.0
1 or 2 core usage = 3.9GHz
3 or 4 core usage = 3.8GHz
idles at 1.2GHz

if this cpu gets oc to 4.5GHz? does that mean that all 4 core runs at 4.5GHz? also what happens to idle speed?
