oc kind of a low on msi neo4 platinum

on msi neo4 platinum and winchester 3000+ with 2x512mb crucial ballistix pc4000 i can only get cpu to 9x225 = 2025 with xp-90 heatsink (htt = 4x225) .. isn't it very low ? .. what else could be the culrpit besides cpu ?

The motherboard, the PSU, the memory.

1) To see if it's the memory, set it to 166MHz and see how far you can go;

2) Motherboard: lower the CPU multiplier and see how far you can take the "FSB".
