Recently just set a new rig and tried some easy overclocking. I quick overclocked the i7-4790K on Z97 MPOWER with air cooling by using the on board function of OC Genie. When I entered the BIOS the default of CPU frequency is 4.0 GHz, but it enhanced to 4.4 GHz after the OC Genie button be pressed. When the CPU frequency goes to 4.4 GHz the temp at 41℃, so far the system seems still stable.
Afterwards, I though it should be more interesting to try to challenge the frequency at 4.7 or 4.8 GHz. So, I adjusted the CPU ratio to 4700 MHz at first, the temperature rising to 43℃ and now the voltage still on auto set and it can successfully entering the OS.
But it didn't work when I tempted to boost the CPU ratio to 4800 MHz even done the memory setting, VCCIN voltage (2.2V) and CPU core voltage (1.2V) adjustments. Anything I miss to adjust? Or may someone be able to suggest me the appropriate value of voltage? Thanks in advance.

(VERY comprehensive and long guide but you should definitely read this. Yes you "missed" a lot, including thermal testing and stability testing).

On air you should not exceed 1.25 VID, and CPU Input voltage (VCCIN) is normally recommended 1.850-1.9 so I guess this applies for you too. 2.2V is too high!

Overclocking your 4790k to 4.7-4.8 *MIGHT* be possible but it sure will require adjusting several things (see the guide) and most importantly testing with the appropriate tools like mentioned in the guide. Be careful and don't do something without knowing what you do.

Devil's Canyon (the CPU you have) might overclock better than 4770k and also runs cooler, but just to give you an example: My old 4470K won't go over 4400 *stable* (stress-testing!) unless I go higher with my VID which is at 1.222 right now. Problem only, any notch higher with my VID gives me crazy temperatures, it is already borderline for my case and fan as it is.

Get yourself an AIO Corsair H60 or something should give you more headroom.
With a H100i I could get 4.7 with my 4790k but would struggle prime95 torture. You'll probably reach 4.6 stable with an AIO unit.
