I get ratted out and banned all the time when I am just stating my opinion.
So I see no problem ratting someone out when they are habitually nasty.
But as already stated here: The Report button is almost always enough. In fact I think the mods prefer you do NOT make public Call-Outs and instead use Moderator Discussions if a particular issue is really bugging you.
 
I just place the trolls on ignore. The only problem I have is with those who you cannot place on ignore who habitually troll. Does reporting them actually do anything?

Who decides who a troll is?

That is very subjective and usually a troll is somebody who disagrees with you...

Only the mods can decide who a troll is.....

Yet show me where it is not allowed....

I put anyone on ignore that IMO is a habitual troll. True it it is subjective and IMO not worth the Mods time reporting everyone. So ignore works well for me. If you have to report someone who you cannot place on ignore who are breaking TOS, are they the ones who see it or to they too have watchers?

VB does not, as of my last knowledge of the system, have any way to distinguish the level of the reported user, so all reports are treated the same, and end up at the same place. Commonly, that means a dedicated sub-forum in the restricted access sections. The people you report, who cannot be ignored, will be able to see those reports. How the staff here deals with reports against their own is a question I cannot answer definitively.

It would be weird if those who cannot be Ignored being that are reported on are also the ones getting the report on them.

a user asks a good question in link above. do you consider someone who disagrees with you to be a troll? or, as stated, is it up to the mods to classify someone as a troll? (lol,dumb).

personally i think anyone who tries to intentionally derail a thread is a troll. i have noticed this trend lately. its hard to have intellectual conversations without troll ruining it for everyone. what constitutes a troll to you?

Trolls essentially play on controversy and emotions for the resulting entertainment of provocation, not for genuine intellectual discourse.

Agreed. I have felt compelled to put Nectard (aka Hal 9000) on my ignore list because of his trolling ways. After calling him out a number of times (and getting banned in the process) ... I decided to slow down and spend more time at other sites.

How can someone possibly post over 10,000 times in 6 months? The guy/girl must have absolutely no life other than ATOT.
