With my rig, i figured medium-high settings would be fine at 1024x768. I cant figure out any thing, any tweaks or any way at all, to get it to stay at 30 fps (or even 20 is fine).

Computer:

You have a great rig, however you shouldnt expect to max out all your settings. You should do some research, since there's plenty of info on various forums on how to tweak your settings and your card to squeeze more performance out. I'm running the game fairly well with average of 30fps on my 6600GT at 1024x768 with settings set anywhere from 20% to 50% of maximum. If I can do that, you should have no problem with your 6800. "Google" is your best friend.

If you want some brief pointers, get the latest nvidia beta driver. It's optimized for Oblivion. (or so I heared) Note, that you need the beta driver, since the "full" one is not out yet.
Use "coolbits" to OC your card. Set render frames ahead to "0". (default is 3)
Set your grass to about 20% of the slider. Use "bloom" not HDR. There's tons of other info out there. Dont be lazy and do some reading. The way it was for me before the tweaks, I couldnt play the game at all. 🙂
 
As nasty as this may sound, a 6800 isnt that great anymore.
Look to FEAR as another example.

For you, I recommend setting everything to midway. NOT max or high.
You darn sure cant use HDR and soft shadows.
Also, get rid of grass entirely. Slide it all the way to the left.
It is the least impressive graphic and kills performance, especially with a mid-range card when you're at the threshold.
