Oblivion Graphics Glitch

When I play Oblivon, there is a rectangular box to the left of my screen that mirrors a watermark of my weapon. I can't find any fixes or even mentions of this glitch.
 
Okay, it isn't just OBlivion. I just happened in TF2. Either it happens in all games and I don't notice, or it happens in them all. PrintScreen doesn't capture the glitch either. The graphics card show spikes so maybe this is another defect of it.
