Oblivion Form ID bug

1. I have Oblivion (1.2.0214) but *not* Shivering Isles.
2. I have the following mods installed:

Beautiful People 2.5
KT Custom Race Fix
Tabaxi V14

3. Looking back, my Form ID's from Level 1 autosave are in the 00xxxxxx range?!
4. Total game time spent to this point was ~2 hours (considering char. planning).
5. Having read about the bug, I thought I would be safe for at least 50 hours playing time...
6. People are randomly going into sneak mode, running, shouting "stop thief!" etc.
7. Now my perfectly planned/leveled Elf is utterly useless...

What the heck is going on?

Now I'm patched to 1.2.0416 and ready to restart my character, but darn it that was annoying!

AFAIK, the only symptom of the formID bug was that if you dropped an item it would vanish instantly as the formID was recycled.

No, that's false. The bug causes new FormID's to overwrite game data.
