It's not a minimum standard of care, it's that they must offer it for "free". You must keep in mind Obama's/democrats ultimate goal is socialist healthcare so they have to force health insurance companies out of the picture. As obama said, "we can't get rid of them right away" so they will chip away at them until the only option left is government healthcare for all.

spidey can't wrap his head around gov't solutions that actually work, but the American people already know and it's called Medicare. Super majorities don't want corporate Repubs taking away their Medicare. Ryan's plan does that and it'll cost them any chance in the 2012 elections.
