Both are totally generic titles, what matters is what their job responsibilities are. There is plenty of room for those two positions to not even be remotely the same thing...

Of course I'm willing to give Obama a thumbs up for moving away from the ridiculous, Orwellian naming convention that apparently people in the government decided was cool at some point. Czar? Are you freaking kidding me?

My posts suggest that you are an assbag. The majority of assbags on this forum happen to align themselves with democratic party ideals and I like to point out when they are being assbags. It isnt a bad idea. I question whether it is even feasible to have a CTO that revolves around administrations get anything meaningful done given the size of the federal govt.
