A quick internet search shows that NYPD Blue is rating TV-MA.

If parents are concerned with the content their children see, they should pay attention to the rating. It even shows a sub-rating of why it received that rating (violence, sex, etc).

Seriously...if a parent sees that a show is rated TV-MA and lets their kid watch it anyway...they forfeit all right to whine about the content. They are clearly unintelligent and/or hypocritical.

tv-ma shouldnt be on broadcast tv before 10 pm. that's the policy thats at issue and Im confident it has a wide base of support with the public.

if the court denies the fcc the authority it isnt because its not permitted by the 1st amendment, it will be because Congress didnt authorize the fcc properly,

That V-chip they made us all pay for in all our TV's worked well, didn't it?

Wait, parents aren't using it with their children's TV?

The V-chip wouldn't have allowed them to see the TV-MA rated show, right?

Why shouldn't TV-MA be on broadcast before 10pm? That's kind of a stupid requirement without any real logic behind it. And, no, "Think of the children" isn't a logical reason.

I mean, consider DVRs...most people DVR late shows. What's to stop the kid from coming home the next day and watching the taped show at 3pm?

I agree that rating systems and things like the V-chip are a good thing for parents to be able to use to keep their kids from watching shit they don't want...but these types of restrictions should not be enforced by the government. That's like the government saying that porn companies can't turn their servers on before 10pm because some kid might see it.

Remember what the MPAA says: Horrific, deplorable violence is okay, as long as people don't say any naughty words!

Thought this interview was interesting:

http://www.time.com/time/arts/article/0,8599,1854732,00.html
Graves (Chairman of the Classification and Ratings Administration):
We give far more initial 'NC-17's for violence than we ever do for sex. But what happens is, those films don't go to the press. They just edit it until they get to the top end of 'R.' Anybody who gets an 'NC-17' for sex, though, goes immediately to the press because they love the publicity. Somehow it's not as sexy to get it for violence. I know it's a matter of economics.

That episode was from 2003. Don't know what she looks like now, but she was a MILF then.

Agreed, and I personally don't have a major problem with it. However - the line between broadcast and cable is being increasingly blurred, and at some point one has to ask - if you are too stupid or too trifling to program out channels and shows you don't want your child watching, are you really the one to control his/her viewing?

Child: Can I see that movie? It's really cool, this one girl gets eaten alive by zombies, and then there a boy whose eyes get popped out and a rope tied through his eye sockets, and then they kill these kids in a Bible camp and chop their arms and legs off, and then there's a woman that gets skinned alive, and this dude gets beheaded with a dull saw. It's two hours of non-stop murder, torture and gore!

Parent: Are any of 'em nekkid?

Parent: Are any of 'em nekkid?

They pile their bare mutilated / dismembered corpses in mass graves, but the blood, mud and the fact they are in pieces hide most of the breasts and the stuff below the waist.

Then, those pieces come back to life to kill / mutilate more women and children!

Its not the same thing because the airwaves belong to the public. They are leased to broadcasters with conditions.

the issue isnt really if the airwaves can be regulated, the issue before the court is what authority did Congress give the FCC.

And the Internet doesn't belong to the public?

Under your logic, the Internet should be regulated by the FCC in the same way. Technically, the transmission lines were funded by tax dollars and are guaranteed by laws. Why shouldn't the Internet be required to shut down all smut before 10pm?
