EVERY article I have seen regarding that mission, including interviews with Panetta, flat out state that Obama pushed the Seal mission (and in fact vetoed bombing) and that Panetta was stronlgy against the SEAL mission, which he felt was too risky and would turn into another Iran helicopter disaster.
