O/Cing Question

I am new to O/Cing but im trying. Anyways i went into my BIOS and changed my multiplier to 8 instead of 9 and upped the FSB up to 400. To me that would be 3.2GHz. But when i ran Orthos is read it as 3.6ghz. Then i tried Easy Tune and it said 3.6ghz. My system says 3.6ghz.

But alas CPU-Z says 3.2Ghz which is what i thought it would be.

Which one is right?
 
That is kind of what i was thinking. But i wanted to be sure. I'm still new to OCing so im having trouble getting over the 3.2 Ghz mark. 3.6 is the goal i wanted, but even 3.4 would be good right now.
