NYS Business License questions/Business questions in general

I am considering starting a business. I have experience with the business and have references so that is not an issue. I just have some basic NYS Business questions.

1.) How old do you have to be to get a business license?
2.) Where can I find information about business laws and whatnot in NYS?
3.) Where can I find tax info for owning a business in NYS?
4.) Any other information about owning a business at all.

Thanks guys. I want to do some research before I jump in head long.

check ur local um, what is that place called, chamber of commerce? i think they handle that type of stuff
