Yep looks like he rushed in and thought the cop on the ground was the suspect and kicked him hard in the head. Then he realized he fucked up and bent down to tell his fellow cop "sorry I kicked you in the head, you alright?" Then he proceeds to slap the crap out of the suspects face...lol

that's some "old school" police / prisoner handling. It's a relic of the time before the 00's. Unfortunately, many of these guys still exist.
