The 'slowdown' has cost NYC approximately $5 million out of a yearly budget of $69 billion. That means approximately 0.007% of its budget.

The slowdown was at a cost of about $1M per week.

That will have an impact to the bean counters if it were extended over a complete year.
While to the budget it may not matter; to the people that utilize the slush funds built of this type of revenue, they will scream.

If crime stats are not increasing, then the correct answer is to get rid of the excess police the city doesn't need.
