NYC Residents: got a question for you (about the LGA Airport).

The plane lands on 12:59 PM, what time should I expect to be outside the airport? I am asking because I am arranging a limo service and they want to know the time to meet outside. How does 1:30 PM or 1:45 PM sound?

UA is pretty fast unloading baggage, especially the shuttle. 1:15-1:30 would be reasonable, but as tami said, the limo service should only ask your arrival time, airline and if you have baggage -- they should be able to estimate your actual exit of the terminal.
