quotas are a myth. No dept is gonna fire an officer for not pulling enough people over. While I'm sure they encourage them to put out tickets from time to time, there is no number, official or not, of people to pull over.

I dunno... I had a cop do a U-turn the other night to pull me over for having a headlight out.

He must have been bored off his ass

Unfortunately, this would set up an interesting situation; the police can only ticket you if you're doing something wrong. Now, there are a million different rules under the sun that they can use, but the point stands that you have to be doing something illegal to get a ticket. Perhaps this will do something about NYC's notoriously bad driving?

I don't know... they have to evaluate officers somehow. How active they are is one of the ways.

Uh...NO IT DOESN'T prompt me to put on high beams. I'm not the type to blind other drivers.

Quotas are not a myth. In some regions it becomes quite obvious when the quotas are due based on the # of cops busy ticketing. For example I can say with much certainty that in Orange county, FL they are due the 2nd Friday of each month.
