So for the past couple months there has been construction in downtown manhattan for the "West Side Highway South Promenade" project. They say the noisy parts are restricted to 9-5, but they start jackhammering around 10pm until 1am pretty much every night. I am convinced this is the primary tool of the NY DOT and the MTA because they want the construction and inconveniences to be as in-your-face as possible in order to "justify" fare hikes.
Anyways, last week they paved some of the streets as if the construction on them was done, only to re-jackhammer them up less than 2 days later. This morning they were paving again. What do you think are the odds it is torn up by tonite? An even bet I think. By tomorrow night maybe 5:1. I looked it up on-line and they aren't scheduled to be done until Spring 2006.
