NY - when i buy a used car, do i have to get the inspection done again?

the lady at the dmv gave me a temp 10 day inspection tag for the windshield. i told her i still have the previous owner's one on the windshield but she said that's invalid with new plates.

she's wrong right? inspection is only tied to the actual car, not plates/owners?

In NY, inspections are required every 12 months and when ownership of the vehicle is transferred.

Wow that's crap. Here in NC it's against the law to sell a vehicle without a valid state inspection and you're not required to get a new one upon transfer of ownership.
