If those were gay men who had condoms, would they be accused of prostitution? Probably not. The police department would be accused of profiling. Since this is women we are talking about, and a demonized demographic, nobody cares.

Besides all of that lets apply the logic by gays and use that same logic on prostitution. What consenting adults do is none of the governments business.

The government needs to stay out of the bedroom.

I'm not acquainted with Texas law concerning prostitution; my main point was that when/if caught, the clients of the prostitute are given a comparative hand-slap as opposed the penalty towards the prostitute.
