Actually, by definition of the owner/tennant relationship, the owner is outlawing tennants from smoking in the OWNER'S own homes.
It's a private establishment. As long as they don't discriminate against protected class, he can ban whatever he wants.
I smoke in my apartment. Have you ever stayed in a smoking hotel room? Even though they clean them, the smoke odor lingers in the carpet and furniture. Pipe smoke doesn't seem to linger the same way, but maybe I just don't smoke enough for it to happen.
Anyway, unless my landlord is planning on really cleaning the apartment, the next tennant may very well notice a faint pipe smoke smell after I move out.
The landlord is combatting this, and reducing the risk of fire. Landlord probably gets an insurance break for this.
