NWS and their "slight chance of rain"

For about a month now the national weather service has been predicting a a slight chance of rain (20%) two days from now. It has yet to rain here in the last month. Yet they keep predicting it the same amount of time out. WTF?!

If you live a somewhat rainy area (specifically, an area where is rains one-fifth of the time), a constant but generic "20% chance of rain" prediction might not be too bad over the long haul.
