Question NVidia Reflex keeps clock maxed *without* using "Boost"

Ahoi.

I recently tried Reflex in COD:MW2 and BF2042 using v531.68 on a 2070S. Even at 60 fps Vsync Reflex without boost keeps my GPU from downclocking. As a consequence the power usage nearly doubles, which drives heat/noise up for no good reason.

Without Reflex the card runs at 1200 MHz and still doesn't max out the GPU (relative percentage).

So what am I missing here?

The GPU is doing what it can to reduce latency, it is using more resources.

Dunno why you would want your card to clock down when in a game that you want high FPS and low frame times in either.
