AMD's catalyst suite includes manual fan control, as does many other 3rd party programs such as TRIXX.

Does Nvidia's driver suite (or 3rd party app) include manual fan control?

Yes, EVGA precision X and MSI afterburner for windows users.

On the linux side the Nvidia drivers allow overclocking and manual fan control if you "unlock" those features using coolbits.
