NVIDIA power warning?

My PNY 6600 GT (AGP) gives me the NVIDIA power warning message at startup (card doesn't have enough power, throttling back). I have a 500w PSU and I tested each line with a multimeter (they're OK). I also switched lines, making sure the card was on a dedicated line. I can't tell a difference in the display when gaming, so I doubt it's actually under-clocking the card. I contacted PNY who said to return it to the store (considering it's now 6 months old, they won't take it back!).

This occurs with the most current and the last generation drivers. Is it possible that this is software related and not the card itself? How can I check to see if it's performance is actually changing when the warning message comes up?
 
This is the same message you get when the additional power connector is not plugged in. I would try the video card in another computer to see if the same message pops up, just to rule out the video card being the problem.
