Wow, PhysX has a significant affect on performance, higher than I've ever seen. At 1080p, high PhysX cuts framerates in half: http://www.geforce.com/optimize/guides/borderlands-2-tweak-guide/#10
Averaging 60fps with a 660ti @1080p and max settings with max physx seems reasonable to me.

Nvidia are a bunch of liars. Physx high absolutely does not cause a performance hit, ever. In fact, my performance goes up with physx. /joking
Unfortunately Keys never got around to formally benchmarking BL2, but your results aren't surprising based on other games. PhysX can only use a single GPU, so it has a bigger impact on SLI setups (including the 690) due to how it messes up AFR timing.I ran from the desert teleportal straight across to another map entry point and shot about a dozen skags and a couple birds. I posted this in the long cpu/gpu thread as well but being the topic is physx's impact I thought this was interesting as there is a huge performance impact in my 690. This is mostly just cruising across the desert and I couldn't replicate the dozen kills precisely but you can see the average regardless.
