If there really was such an arbitrary limitation it would be an UNLOCK not a lock.
AFAIK games run as fast as they can unless capped, either by vsync (which you can but shouldn't disable... or you can force on in the driver, which you should do)
or by special code in the game itself (cannot be worked around), in which case its typically capped at 30 fps (example, command and conquer generals, i think it was generals, maybe the latest tiberium sun one)
I had a game (Neverwinter Nights) get 3000 FPS (which caused capacitor sequel) without vsync.
Depends on what you mean by a "120Hz LCD". Is it a 120Hz HDTV, does it have 3D features, is it a 3D display? What?
A 3D monitor is actually just any monitor which has 120Hz+ refresh rate.
120Hz because with the shutter glasses you get an effective 60Hz for each eye. Testing revealed it to be unbearable for most people at 30Hz (60Hz monitor displaying alternate images) so they limit it to 120Hz monitors. (at which the average person gets sick in one to three hours. And a sizable minority still can't bear it)
There is absolutely nothing that the monitor is doing special or differently in 3d mode. The video card simply sends alternating perspective images of right and left eye.
If you own a 120Hz monitor that doesn't say 3D then it is simply older than the shutterglasses 3D thing nvidia.
