Nvidia 81.98 Won't Install on XP x64

I tried installing the 81.98 version, but when I rebooted they did not get loaded. Then I went into the Device Manager and let it search for the drivers and it said it couldn't find anything, then I searched again, this time giving it the path to the drivers and when the wizard was done it came back saying "Access Denied"

Personally I don't get what is going on here, I don't have any software installed that will cause any issues, no antivirus installed, this was done on a clean install of x64.

I tried installing the previous version, 81.95 and low and behold they installed ok, so what seems to be the problem here, that I got the .95 version to install, but not the .98?
