I have a highly overclocked 7300GT with DDR3 ram that idles at 44 degrees. Yours is way too hot. Is the GPU fan running(if it has one)? If not I'd replace the compund between the GPU and heatsink.

It's possible no thermal compound was put on it or the heatsink isn't seated on the GPU properly. Dell used to advertise their great phone support. I'd give them a call since it's a new system. Is the heatsink actually hot to the touch, or the back of the board where the GPU is mounted? It could be an erroneous reading.

fanless cards run much hotter but nv chips are perfectly safe below 100C so it's probably working as designed.
