Nvidia 6600 pcie GT OC not recieving enough power

Ok, i know this problem has come up many times, but it seems that there is no solution to mine in particular. I recently built a new comp with pcie. The BFG tech Nvidia card i have is a pcie 6600 gtoc, and no there is no molex connector on the card itself, it is powered through the pcie slot. I have a 400w psu atx12v 2.03, with a 24 pin main power connecter, including the 2x2 mobo power connector as well. Both of these connectors are connected to my motherboard. I am recieving the same problem as many others, but it seems that it is only for one game. I havnt had the time to run a test on other games of yet, to see if it is a problem with something i recently did, but at any rate, i just started getting this problem (so far it only happens while playing the game "Guild Wars").

comp specs.
Bios v6.00
Motherboard - Foxconn 915ao3-p-8ekrs
processor - Prescott p4 3gig w/HT
windows xp.
psu = Allied 400w ATX12v 2.03 compliant 24 pin

ive tried old video drivers such as the nvidia drivers 66.93, and ive tried the newest drivers, cant remmber the number. Im even about to try the 73.00 you can download from guru3d.com. But im going to wait untill after finals for this in case i mess up my comp. I have updated the chipset drivers on my mobo.
Im about to reinstall windows, i have no idea what is going on or why. It does not make sense.
Any help would be greatly appreciated. (im begginning to think its a bad card, but well see)

I'm running (trying to) 2 x BFG 6600 GT OC in SLI mode and getting also sorts of bizzaro screen glitching. Initially everything ran like water down hill and the FPS were great. Then for some reason it all went pear shaped. I'm still searching for an answer.

All I can suggest is you check out how many amps the PSU will deliver at 12v. They suggest a 20A supply as a minimum.
