nvidia 2D/3D mode with video playback

Just wondering when nvidia cards engage 3D mode for video playback? I did a couple of tests with RivaTuner hardware monitoring showing the GPU clockspeeds, and then trying out overlay, VMR7, VMR9 windowed/windowless/renderless exclusive, but the GPU clocks seem to increase to 3D mode speeds arbitarily, and only when I set my 2D clockspeed to really low on my 6800GT(<200MHz).
