I think you're right, 196.21 seems to have an oc problem. If you overclock you may want to wait for the next driver update.

Not sure about driver cleaner, but if memory serves right they went commercial. Driver sweeper is a good freeware alternative. Lately, I have been using Revo Uninstaller for just about anything with great success. Haven't got to try it with vga drivers though.
