Num Lock Problems

For some reason, Num Lock turns off during the Logon Screen.. I have my bios set to Num Lock on, and yes it is on when u turn on the computer, but once it enters the screen to logon, Num Lock turns off. There a file in windows i have to modify in order for Num Lock to stay on? I'm using Windows XP SP2.
 
XP remembers the last setting of Num Lock upon shutdown and restores it at next boot up. The value for num lock (default = off) is stored for each user.
