(null) is not a valid Win32 application help!!!!!!!!!!!!

Hey guys. I am trying to access the folder options under start----> control panel-----> folder options. When I click on this it gives me the error message, (null) is not a valid Win32 application. I have done a little research on this problem, but the other forums only tell me to run an anti-trojan/spyware program. This has had no effect on the problem. Any ideas out there? Thanks very much.
