The solution is easy...

Ban automatic transmissions on all new cars.
If you have to fiddle with the clutch and stick shift most people won't have the hands or presence of mind to also text (unless going a relatively constant speed with few direction changes).

Also, very bad/stupid drivers would no longer be able to drive AT ALL, further decreasing road fatalities.

No, that actually does not make sense. It makes no sense to punish someone for a victimless "crime". Talking on the telephone is not a crime. Swerving all over the road, blowing through stop signs, etc. are crimes.

Heh, can't tell you how many times I see police using a cell phone while driving here in California where that is illegal - at least for us commoners.

you're right. that's why I'm allowed to do drugs and buy prostitutes, as long as i'm not harming anyone. letting people drive recklessly is more dangerous

Letting children watch TV is probably far more "dangerous" and costly (in terms of childhood obesity) so lets outlaw that.

No one under 18 can watch TV!
