NTLDR is missing booting from a 2k recovery floppy

I had the same message from another repair program on a floppy and I thought it was that floppy 'till I tried a 2k rescue floppy.
The O/S boots ok, but this floppy doesn't.
A Ghost 2003 floppy boots ok though. I found other NTLDR missing issues when doing a search, but none of those fit this.
This is on a fresh install of 2k w/sp4 slipstreamed on a new formatted NTFS partition in a Compaq Presario 730 laptop.

Any ideas?

Sounds like something went wrong in the creation of your floppy disk. If you haven't already, you may want to try creating a Win@K floppy on another disk.

I checked the disk and there were only 3 files on it and one was just a text file. Strange, it was the same error as the other floppy that worked before on another box.
