Yes i checked the at faq...

I am running ntfs and fat32 on the same hd...

Now my question is...Do i use ntfs if the drive is larger than 30 gb? or if the partition is bigger than 30 gb?

I have 8 5 gb partitions, i heard from a friend that u are supposed to use ntfs on your windows drive, and fat32 on the rest right? Is there any speed difference?

Also, what do the negative rails on my psu stand for?

It doesn't matter but NTFS generally is superior to FAT32 as partitions get larger. NTFS also has additional benefits.

In general, I would use NTFS in all situations because of its superior reliability, security and a variety of other features. I would only use FAT32 if you are dualbooting with Win9X or perhaps Linux. Speed differences are generally neglibile but as partitions get larger, NTFS is more efficient and has less overhead.

For some legacy devices I think.

Win2K and XP do have a tool to convert FAT32 to NTFS but usually, they do in an less than ideal fashion so reformatting is the best away to get the most optimal setup.

You just have to make sure that you don't have any need of FAT32 anymore. Otherwise, I would defintely recommend going ahead with NTFS for all partitions.
