NT4 User and Server manager empty!

We have some computers at work that are built from images. They have been working fine, but recently when they are imaged from the CD or network, then rebooted a few times, the User Manager and Server Manager screens show nothing. The users still function fine and other permissions, etc. are still in place, but there is no way to access the users. We can create new users, and if we try to create a duplicate, User Manager will inform us that there is already a user with that name. If not for these reasons, I would suspect a corrupt SAM file, but as everything else works, I'm not sure what the problem is. I haven't seen this problem before and Google doesn't seem to have anything on it either.

I should mention this is an NT4 Server which is a PDC with no BDCs.
