NT4 Startup Freeze

I have an NT4 workstation that starts up, alows me to logon, and then freezes 1-3 minutes into things. I have eliminated the chance of it being hardware related and went through the trouble of swapping out all the parts and making sure they work in other boxes. No mouse nothing, the screen locks. I do get messages that some services failed to start but I dont have the chance to check the log before it freezes. I have tried to use the task manager and manually stop the applications as they start but eventually it freezes no matter what I do. I have tried starting in VGA mode as well as restoring last known good config, but no luck. The drive is NTFS so I can't boot from floppy to play with it. I do have a another machine that I can put the drive in if someone can tell me what files I might edit to disable all but the necessary services and apps on startup and try to get this thing going. Oh and I need it to meet a deadline. When it rains it pours, thanks in advance for any help
