NT Server - LSASS.exe consuming 40% of CPU cycles...

Brand new, clean format of NT Server 4.0 installed, SP 6. Around 40% of the CPU is CONTSANTLY consumed by LSASS.exe, another 30% by System.

This computer is setup to be a Backup Domain controller, everything else seems fine... why is the CPU being used by LSASS.exe like this? Any ideas on how to fix it?
