NT... PC works now... go figure

It seems that whenever my PC gets shut off by a power flash that it doesn't like to come back on. Its running through an APC surge protector. In the past whenever I flipped the switched from 115v to 210 and then back it like "reset" or something and would then turn on. Was thinking maybe the PSU had a built in trip or something. Before I do that its like PC is unplugged, responds to nothing Well now that doesn't seem to be working either. The case is the Enermax 901? (Antec 1030 copy) with Enermax 350w PSUand the mobo is an Epox 8KHA+. Any ideas on whats the deal. I see no sign of iyt getting fried or anything. Any ideas?
