NT Domain Roaming, Non-Mandatory Profiles

We use Win2K Pro and XP Pro throughout our LAN at a school district. Users are set up with roaming, non-mandatory profiles. Some users log on and are given what appears to be a default profile, without notification, thereby leaving out Proxy settings, Printer settings, or other personal settings. After we get them set up with internet or other critical settings they may or may not keep those settings next time they log on. No pattern has been found to help us find solution. Some users experience the problem on some PC's, some of the time. We have tried removing locally cached copies of prifiles, and giving domain users standard user rights to each machine with no success. Any help would rock! Thanks guys!
