NT 4.0 Workstation as server?

I was wondering if an NT 4.0 Workstation can be used to validate users. We have 25 users on NT workstation, they can logon only on those machines (stand alone) We want to network them and have them authenticated by a Seperate Workstation, as well as allow the users to have roaming progiles. Is this possible? Or do we have to buy Server?
