NSMB NDSL Mini Game question

Is there any rhyme or reason to the mini game "Puzzle Panel" in New Super Mario Bros. on Nintendo DS Lite.

I swear I played that damn thing for like 20 mins straight last night looking for some sort of pattern on how to win and can't seem to recognize anything.

 
Hm never played it, I'm firing it up now, will be back with an edit.

Edit: Ok I get it, I've played a similar game before. You just gotta match the top picture to the bottom. When you touch one of the ones on the bottom the surrounding blocks will change (mushroom to feather, or vice versa.) You have to touch the right blocks to turn them over making the pictures match.
 
i believe there used to be a game called "lights out" by tiger electronics that was very similar.
 
for the NSMB version, i found the first couple rounds pretty easy, you just have to think for a minute or so. it's when you get 2 or more moves that the game gets complicated.

Well I understand how to control the game, I just don't see a logical pattern that would allow for one to know which ones to choose to flip over in order to win.

I just don't see a pattern or anything is all.
